City of Chicago provides resources to help keep residents safe during extreme heat

On July 17, 2015, The Chicago Department of Public Health (CDPH) and Department of Family and Support Services (DFSS) reminded residents to be aware of extreme temperatures and to be sure to take the necessary precautions to avoid heat-related emergencies. Residents are urged to call 311 for well-being checks, and to check in on neighbors and seniors.

To Prevent Heat Related Illness:
  • Keep your body cool. Take cool showers or baths if necessary.
  • Stay in air conditioned buildings as much as possible. If you don’t have access to air conditioning, call 311 to find the nearest cooling center. DO NOT rely on a fan as your primary cooling source.
  • Be sure to monitor weather forecasts so you can plan your activities safely when it’s hot outside. Avoid going out in the heat during the hottest part of the day.
  • If you do go out, wear light, loose-fitting clothing---and wear a hat to protect your head. Use sunscreen and reapply as directed on the package. If you’re exercising or working outside, pace yourself and drink more water than usual and don’t wait until you are thirsty to drink more. If possible, take breaks to cool off in an air conditioned room and always have a partner with you.
  • NEVER leave infants or children in a parked car. Nor should pets be left in parked cars—they can suffer heat-related illness too.
  • Check on your relatives, friends and neighbors and share these tips with them. The elderly, those who live alone, those who are ill and young children are most vulnerable to extreme heat and humidity.
Resources Available to Keep Safe and Cool:
  • DFSS coordinates the operation of cooling centers, provides transportation to them and conducts well-being checks on at-risk residents, including seniors.
  • The Garfield Center, located at 10 S. Kedzie, is available 24 hours a day, seven days a week to connect residents to emergency shelter.
  • In addition, the King Center (4314 S Cottage Grove) and North Area Center (845 W. Wilson) will be open as cooling centers from 10:00 a.m. to 5:00 p.m.
  • Additional city facilities including libraries, police stations or other structures might be made available after hours, on weekends, or on holidays, as conditions warrant.
  • Seniors or individuals with limited mobility may call 311 to request transport to the nearest cooling center.

City of Chicago Permit information

The City of Chicago posted the following permit information to keep in mind:

* Easy Permit Process (or EPP) applications are frequently issued the same day.

* Permit applications with drawings may take longer. There may be Code required changes to drawings, the need for required documents or additional required information.

* Projects that require special approvals from Zoning, Landmarks, Planning & Development, include a new driveway, are subject to Excavation Certification requirements, or need required contractors may take longer.

* Return visits may be necessary to address corrections to drawings and to get more required information (which may include contractors).

* Homeowners have the option to hire an expeditor or architect to submit plans for permit, at their expense. Expeditors and architects are ineligible to use the Neighborhood Residential Permit Centers on behalf of a client. These licensed professionals must utilize the electronic permit application and review system.

City of Chicago Neighborhood Permit Centers

The City of Chicago, Department of Buildings’ Neighborhood Residential Permit Centers offer special permit services for owner-occupants of single-family homes through the Homeowner Assistance Plan Review and owner-occupants of two-unit or three-unit residential buildings through the Easy Permit Process. This means only the owner who lives in the home/building where the work will occur may apply for a permit (NO ARCHITECTS, EXPEDITORS, or GENERAL CONTRACTORS).

Most other permits, including permits for new buildings, must be submitted at City Hall through other permitting processes.

The city advises that the Neighborhood Residential Permit Centers can become quite busy, especially in the late spring, all summer and the early fall. Homeowners are served on a first come first served basis. Neighborhood Residential Permit Centers are located at:

Window safety

To protect the safety of Chicago residents, primarily children during the warm summer months, the Department of Buildings and the Chicago Department of Public Health are reminding residential building owners, occupants and parents to install operable window guards on windows and limit window openings to 4 inches or less, and to secure door openings with proper screens.

Installing building code-compliant devices that limit how far windows will open can also help keep children safe from falling.  Children should be kept away from open windows and doors when playing. Parents should avoid the placement of furniture such as beds, dressers and cribs near windows to prevent children from climbing onto window sills.

In addition, the Chicago Building Code requires every door opening and every window to have screens in place from April 15th to November 15th of each year. Specifically, every door opening directly from any family unit to the outdoors and every window, or other outside openings used for ventilation purposes, must be supplied with a screen of not less than 16 mesh per inch and every screen door shall have a self-closing device in good working condition.  Screens also prevent mosquitos and other pests from entering homes.

In total, the Department of Buildings issued 1,526 violations for window-related violations in 2014.
