Boiler Inspections

The City of Chicago, Boiler Inspection Bureau makes periodic inspections of boilers and unfired pressure vessels at all apartment buildings where the boiler heats four or more apartments, commercial buildings, schools, churches, hospitals, nursing homes, etc.

The Chicago Building Code states all boilers and pressure vessels must be inspected annually. Additional information can be found on the City of Chicago's website.

Carbon monoxide detectors

The City of Chicago, Department of Buildings will issue a violation notice if  you have not installed a carbon monoxide detector. The owner of the building must install detectors where required and provide tenants with written information regarding testing and maintenance. The end of Daylight Savings Time on November 2nd is an ideal time to replace smoke alarm and carbon monoxide detector batteries.

Does your property have a garage on it that needs to be demolished?

The City of Chicago, Department of Buildings has developed an efficient process for wrecking residential garages.  When a garage needs to be removed and will not be rebuilt, the city will issue a permit with an Easy Permit Application. Requirements for this permit include:
  • An Easy Permit Application completely filled out with the owner’s signature and the garage dimensions.  The Property Index Number (PIN) must also appear on the application.
  • A signed contract between both owner and contractor detailing the scope of work; and including the stipulation that all debris will be removed from the site and disposed of at a proper facility.
  • Interior and exterior pictures of the existing garage.
  • No sign offs will be required from any other department, except from the Department of Water Management.When plumbing piping is supplied to the garage a B-Permit (to disconnect water) is required from the Department of Water Management. Water supply must be disconnected by a licensed and bonded plumbing contractor.
  • This type of permit will only be issued with a licensed General Contractor, Wrecking Contractor or Garage Company.  The fees will be $125.00.

When is a building permit NOT required?

A building permit is required to ensure that the project you are constructing conforms to the minimum standards of the Chicago Building Code.  The Chicago Building Code exists to safeguard the public health, safety and welfare.A building permit is NOT required for the following repair or replacement work at any building:

Interior finishes such as carpet, hardwood flooring, tile, paint and wallpaper
Interior non-fire rated ceiling tiles (excluding grid)
Cabinetry and furniture without electrical and plumbing connections
 In-kind replacement of non-fire rated interior doors
At grade non-combustible walkways and patios
Playground equipment
Fences max. 5’-0” high on private property (excludes landmark buildings and landmark districts as well as chain link and masonry fences)
Vinyl, aluminum, wood, EIFS or other similar nonstructural exterior finishes on all one story buildings except Hazardous occupancy (excludes landmark buildings and landmark districts)

If you are caught without a permit, you may receive a costly Building Code Violation. The City of Chicago can also review your buildings past history and cite you for something that happened years ago in which you did not obtain a permit. When is a building permit required?

Building permits give you, your insurance company, neighbors and the City of Chicago assurance that specific minimum standards are met in constructing, repairing or altering your home or building by complying with the Chicago Building Code. These standards are intended to protect the integrity of the buildings, the welfare of the public and your safety. Types of Projects That Require Permits:

Additions – room, upper floor, expansion
Attic – finish, renovate
Basement – finish, renovate
Boiler – install, replace
Carport – install, replace
Chimneys – replace, erect
Conversion of units – single to multiple
Deck – build, replace
Deconversion of units – multiple to single
Demolition – garage, home, building
Dormers – installation
Driveways – installation
Electrical system – alteration, expansion
Fence – taller than 5 feet, may not exceed 6 feet. For Landmark buildings only, a permit is needed for any solid fence of any height visible from a public street*
Furnace – install, replace
Garage – build attached, detached
Gut rehab – complete modernization
Hot Water Heater – install, replace
Masonry – replace, install face brick
Natural light and ventilation – skylight
New Construction – homes, high-rise, retail, business
Plumbing system – construct, alteration
Porch – build, replace, enclose, renovate
Security Alarm – installation
Siding Replacement-For Landmark buildings only*
Roof – slope less than 5-in-12
Ventilation system – mechanical, supply
Windows and Exterior Doors-For Landmark buildings only*

*If a building has been designated a Chicago Landmark or as part of a Chicago Landmark District, one should check in with the Landmarks Division prior to getting a permit. Applicants of Landmark properties are encouraged to contact the Landmark Commission staff prior to submitting an application to ensure that the application will include all the necessary information.

If you are caught without a permit, you may receive a costly Building Code Violation. The City of Chicago can also review your buildings past history and cite you for something that happened 10 years ago in which you did not obtain a permit.

Heat to be furnished in residential buildings

According to the Municipal Code of Chicago, Chapter 13-196-410: Every family unit or rooming unit to which heat is furnished from a heating plant used in common for the purpose of heating the various rooms of the dwelling shall be supplied with heat from September 15th of each year to June 1st of the succeeding year so that the occupants of a family unit or rooming unit may secure, without such undue restriction of ventilation as to interfere with proper sanitary conditions, a minimum temperature of 68 degrees at 8:30 a.m. and thereafter until 10:30 p.m. and 66 degrees at 10:30 p.m. and thereafter until 8:30 a.m. averaged throughout the family unit or rooming unit.

Working Smoke Alarms Save Lives!

Along with firefighters and building safety advocates nationwide, Chicago Fire Department and Chicago Department of Buildings are joining forces with the nonprofit National Fire Protection Association (NFPA) during Fire Prevention Week, October 5-11, to remind local residents about the importance of having working smoke alarms in the home and testing them monthly.

This year’s Fire Prevention Week campaign includes the following smoke alarm messages:
  • Install smoke alarms in every bedroom, outside each separate sleeping area and on every level of the home, including the basement.
  • Interconnect all smoke alarms throughout the home. This way, when one sounds, they all do.
  • Test alarms at least monthly by pushing the test button.
  • Replace all smoke alarms when they are 10 years old or sooner if they don’t respond properly.
  • Make sure everyone in the home knows the sound of the smoke alarm and understands what to do when they hear it.
  • A smoke alarm should be on the ceiling or high on a wall.  Keep alarms away from the kitchen to reduce false alarms.  They should be at least 10 feet away from the stove. But no more than 15 feet away from bedroom doors
If you live in a rental building, it’s important to remember it is the responsibility of the tenant to provide and maintain functional batteries for each detector, to regularly test and maintain the detector in the dwelling units, and to notify the owner in writing of any deficiencies. What is a Building Code Complaint?

This is the initial pleading which initiates a case.  In an administrative adjudication this is usually in the form of a notice of ordinance violation, ticket or citation that is written by a police officer, City inspector or other City employee.  The ticket alleges that the respondent named in the ticket has violated a section of the municipal code.  The ticket will usually contain a brief description of the supporting facts and state what the City is asking for, such as a fine, repairs to property, or some other penalty to be imposed against the respondent.
